Time for change

I have a question, in the state of Indonesia there are traffic laws that require all users of the highway turn on vehicle lights in the daytime even though, the question is whether it is included in the waste of energy and resources? whether it would also affect the world? after all, some police officers to ticket motorists actually use it, .. even just driving license confiscated because of it, I do not understand what kind of thinking that exist in the state and the law,. because too many cases of bribery and corrupt highway road-police tend to use it.
